KEPCO Mangilao Solar Farm ALTA Survey
Provide drone-based topographic data for ALTA Survey

Client
KEPCO, Samsung & TG Engineers
Project Type
Topographic Mapping
Location
Mangilao, Guam
Project Overview
As the KEPCO Mangilao Solar Farm reached completion, Korea Electric Power Corporation (KEPCO) required an ALTA (American Land Title Association) survey to document the final site conditions with high-precision topographic data. To meet this need, 2cofly partnered with TG Engineers to conduct a comprehensive LiDAR-based aerial survey, ensuring accuracy and efficiency in the final site assessment.
Using drone-mounted LiDAR technology, we captured detailed elevation and land surface data, allowing engineers to seamlessly integrate the final survey results into their engineering and development plans.
The Challenge
An ALTA survey requires precise, high-resolution data to meet stringent engineering and land title standards. Given the size and complexity of the solar farm, traditional ground-based surveying would have been time-consuming and labor-intensive. KEPCO needed a faster, scalable solution that could provide the necessary accuracy without delaying the project’s finalization.
Drone-based LiDAR surveying offered the ideal solution, as it allowed us to:
Capture terrain details with centimeter-level accuracy
Cover large areas efficiently, reducing survey time
Generate engineering-grade deliverables for post-construction assessment
Approach & Methodology
LiDAR-Based Data Collection
2cofly deployed a high-resolution LiDAR sensor to scan the solar farm’s terrain, generating a dense 3D point cloud that accurately represented ground elevation, site structures, and terrain variations.
Collaboration with TG Engineers
To ensure survey-grade accuracy, TG Engineers provided ground control points (GCPs) for georeferencing, aligning the LiDAR data with precise coordinate systems required for ALTA compliance.
Deliverables Provided
3D Point Cloud – High-density elevation data for accurate topographic modeling
Digital Elevation Model (DEM) – Terrain representation for engineering assessments
1’ Contour Map – Standardized elevation contours for land analysis
High-Resolution Orthomosaic Map – Aerial imagery providing a comprehensive, georeferenced view of the solar farm
Results & Project Impact
Efficient & Accurate Survey Completion
By utilizing drone technology, 2cofly and TG Engineers completed the ALTA survey in a fraction of the time required by traditional methods, reducing both cost and labor efforts.
High-Quality Engineering Data
The LiDAR-derived dataset provided engineers with the precision required for further land assessments, compliance reports, and infrastructure planning.
Conclusion
This project demonstrates the value of drone-based LiDAR surveying in large-scale renewable energy projects. By leveraging advanced aerial mapping techniques, TG Engineers in partnership with 2cofly provided KEPCO with a fast, accurate, and efficient ALTA survey solution, ensuring seamless post-construction documentation and compliance.
