2cofly Achieves FAA OOPV Waiver for 21 lb Drones

[Guam – September 19, 2025] — 2cofly is proud to announce another milestone in its growth and leadership in unmanned aviation: the Federal Aviation Administration (FAA) has officially granted approval for Operations Over People and Moving Vehicles (OOPV) with drones weighing up to 21 pounds maximum takeoff weight.

This achievement places 2cofly in a rare category of drone operators nationwide. Historically, Operations Over People waivers are among the hardest to secure. The FAA’s own data shows that less than 5% of all OOPV waiver applications are approved, with some reports indicating rejection rates as high as 97–99%. This rarity underscores the FAA’s confidence in 2cofly’s safety culture, operational standards, and technical expertise.
“This is a game-changer not only for us, but for our region,” said Dong Won Lee, President of 2cofly. “It shows that Micronesia can meet and exceed the highest standards in drone operations. This waiver gets us one step closer to mapping the entire island.”
Why This Matters
Most drone operations in the U.S. are restricted from flying directly over people and moving vehicles. With this waiver, 2cofly gains unique capabilities to conduct missions in populated areas where conventional restrictions would normally ground other operators. This opens new opportunities for:
AEC Industry: Capturing aerial data on populated areas, busy roads and cities.
Media & Marketing: Filming live events, concerts and commercials in ways previously not permitted.
Infrastructure & Urban Mapping: Surveying areas with foot traffic or community presence, and even power line mapping along the main road.

Raising the Bar for Micronesia
By securing this waiver, 2cofly continues to raises the regional standard for what local drone companies can achieve. It demonstrates to government agencies, engineers, and private clients that Guam and Micronesia are not only keeping pace with U.S. mainland standards but are helping define them.
2cofly plans to leverage this approval immediately across its projects in engineering, construction, and creative media, while continuing to expand its training programs to help grow the next generation of professional drone pilots.
